Mr. Williams has been heavily involved in the community for over 50 years. He completed his undergraduate work in Political Science at Portland State University. In 1972, he studied in Zagreb, Yugoslavia, where he earned his certificate in International Relations and, upon his return to the United States, Mr. Williams obtained his Master’s degree in General Studies. In 1972, Mr. Williams was also nominated for a Whitehouse Fellow.

Harold C. Williams, Sr. has been active in community support and has earned public recognition for his efforts. In 1973, the Portland Jaycees presented Mr. Williams with the “Man of the Year” award. The following year he was noted in “Jet” magazine, a national publication, for Outstanding Achievement in Human Services.

Mr. Williams’ professional background is extensive. In 1975, he was appointed to serve as Oregon’s first Affirmative Action Director for the State of Oregon’s Office of the Governor. As a result, he was instrumental in bringing about legislative changes for minorities, women, and disabled persons. Mr. Williams has received numerous awards for his leadership and volunteer service. He has acquired valuable knowledge and skills in contract negotiations, mediation, grievance processes, and developed an overall knowledge of Oregon’s labor laws and practices. He has also taught at various universities throughout Oregon. Harold C. Williams, Sr. has also served on the Portland College Community Board of Directors since 1990.

Mr. Williams is a graduate of Appalachian State University in Boone, North Carolina, where he received a Bachelor’s of Science in Early Childhood Development. He has worked in the field of child development and social work for over 10 years and during that time he also pursued a career in collegiate and professional football.
